Washington DC expected to get five inches of snow, Boston, more than a foot, New York, up to two feet. The National Weather Service saying snowfall will be so heavy at times, accumulation could be up to four inches per hour, with winds up to 60 miles per hour. Governors in New York, New Jersey, Pennsylvania, and Virginia declaring states of emergency.
