>> Europe, stepping up efforts to stop migrants, threatening to cut aid payments to force the poorest countries to help. The European Parliament proposing Tuesday to reward African countries that help curb migration and punish those that don't. Reuters Brussels Bureau Chief is Alastair Macdonald.>> And what they're trying to do is essentially use the levers of aid and trade the points of leverage that they have with African countries, to try and get those governments to cooperate.

>> The deal with Turkey has seen the numbers arriving from Syria, Iraq, and Afghanistan fall. But since then, the number coming by boat from Africa, Europe's long term concern, has risen, along with the numbers drowning.>> We cannot tolerate this>> The loss of human life at this scale, and we must do everything we can to stop it.

>> The EU also wants to encourage legal migration, relaunching its version of the US green card. This one is blue. The plan envisages spending 8 billion euros on development, aid and other assistance over the next five years. A carrot and stick approach that Europe hopes will help stop the boats.
