The train derailed in the early hours of the morning when most passengers were asleep. Survivors describe seeing bodies on the tracks. India's creaking railway system is the fourth largest in the world. More than 20 million people use it daily. But thousands die in train accidents every year. Prime Minister Narendra Modi has promised to modernize the railways, but the cost is expected to be enormous.
