This is the most glaring departure from normal legislative procedure that I have ever seen.>> Republicans have been holding secret meetings on repealing the Affordable Care Act. Senate Democrats want open committee hearings and more time to consider a bill before it's put to vote, something Republican say could happen in the next two weeks.

But the Democrats don't actually have the votes to derail or change what the Republicans are doing, their efforts on the floor more aimed at highlighting controversy.>> How do you talk about a so-called health care bill when you're throwing 23 million people off of health insurance?>> They are drafting a bill without any win input from women- From Democrats, from experts.

And by working in secret, they are cutting out about 250 million people who are from the 40 states, who aren't represented among those 13 men.>> Republican Majority Leader, Mitch McConnell, has refused calls to move the health care legislation to committee. GOP senators wanna vote on the bill before the July 4th recess, but with party moderates and conservatives pulling it in opposite directions, there's no guarantee that will happen.
