But residents living here on the western edge of London aren't happy. And the latest plans have re-ignited a row over pollution. The Transport Department says development will only ahead if air quality and climate change quotas are met. And those effected will receive up to 2.6 billion pounds of compensation.
British media reporting details of the proposal, among them plans for more domestic links and a potential ban on night time flights. But any concrete decisions can only come in May after a 16 week consultation.
