S. and Russia included the Syrian government and roughly one hundred rebel groups , UN leaders hoping a temporary truce will allow for humanitarian relief and reopen peace talks , if the deal holds it would be the first time negotiations that led to any real calm over the course of the five year war , but the deal has its skeptics , US ambassador to the UN Samantha power telling the council that any violations of the ceasefire must be met with a sober coordinated response Lenape real , it is going to be extremely challenging especially at the outside to make this work
