And the direction of the party is up for grabs. And Cuomo remains a big voice in it.>> Called the Excelsior Scholarship, it's aiming for a 2019 start date, with an estimated yearly cost of $163 million. If the plan's approved, other states may follow suit. Good for college kids.
And for Cuomo, as the Democratic Party looks to remake itself in the face of Donald Trump and a Republican controlled congress.
