The United Nations Security Council has agreed to draft resolution to ensure events are properly monitored, but even that is a compromise. Russia vetoing an earlier draft circulating by France, before proposing an alternative.
That is the expected to pass a vote on Monday. But in a conflict costing more than 400,000 lives, six resolutions have so far been vetoed by Moscow.
