>> Let me be very clear.>> Chicago police charging four suspects Thursday in connection with torturing a special needs teen for hours. And posting part of the racially charged attack on Facebook Live.>> And charges have been approved by the Cook County state's attorney for hate crimes, aggravated kidnapping.
Aggravated unlawful restraint, and aggravated battery with a deadly weapon against all four of the offenders in custody.>> The incident broadcast on Facebook Live for 30 minutes shows the 18 year old victim gagged. Cowering in the corner as the assailants cut his clothes and hair until his scalp bleeds.
>> The actions in that video are reprehensible.>> At least one of the attackers mentioned President-elect Donald Trump. As he taunted the teen and made comments about white people. The victim was friends with one of the alleged attackers, Jordan Hill. Together the pair drove around for two days visiting friends and sleeping in a stolen van.
Investigators say Hill then brought the victim to an apartment on Chicago's west side. Belonging to sisters Brittany and Tinisha Covington. A downstairs neighbor complained about the noise and threatened to call the cops. That's when the victim escaped. He was found Tuesday evening by officers on patrol wandering disoriented on a Chicago street.
And was taken to a hospital. He is in stable condition.
