>> Nearly three weeks after Hurricane Maria tore through Puerto Rico decimating communication lines, cellphones are still of little use to family members desperate for news. But where modern technology has failed the island, it's the old school US Postal Service that has stepped up. Serving as the central means of communication, delivering letters and care packages to Puerto Rico's residents.
But only 15% of the electrical power has been restored since the storm, 99 of Puerto Rico's 128 post offices are delivering mail. They are carrying packages of scarce food and water supplies, and are collecting information on sick, and elderly residents in far parts where hospitals have closed down.
That data is then passed on to FEMA's Disaster Relief Office in San Jaun, so medical attention can be provided. Puerto Rico's infrastructure is still a mess. Many rural roads are blocked by mudslides, downed trees and telephone poles, making it hard to transport aid. On Monday, Puerto Rican governor Ricardo Rossello ordered an investigation into water distribution on the battered island and warned there would be quote, hell to pay for mishandling of supplies.
