The Prime Minister declared victory over a week ago, but conflict continued for several days. On Sunday, the government seized the last stronghold in the city west of Baghdad.

They are now free to return to their homes, or what's left of them. And the way is paved for the Iraqi government to march its military onto Mosul. Islamic State's de facto capital in the country.
