>> He would inherit a ruling party in turmoil. France's Prime Minister Manuel Valls is announcing he'll seek the Socialist party's nomination in the race for president. Replacing Francois Hollande after his surprise announcement that he would not seek a second term, and resigning from government. But as Reuters Ingrid Melanda notes, Valls would be tasked with healing a party in civil war after Hollande.
00:00:25
>> Manuel Valls is a dividing figure in the party. Some like him because they think he's right to be like Hollande, a centrist on economy issues, that he's right to be straight-talking on security issues. But a lot of the party veterans, they think his views are betraying the grass roots left wing values and they think that if the party goes to choose him into this line, it's not gonna be what the voters want.
00:00:54
>> Even if the socialists rally behind him, they'd still face an uphill battle. Hollande's favorability ratings are at historic lows and Valls hasn't fared much better. A recent poll put him at only 9%, should he become nominee. Losing easily to Conservative Francois Fillon, who's then favored in a runoff against far right nationalist, Marine Le Pen.
00:01:14
>> Maybe some of the people who might find that Fillon a little bit too hard line and a little bit more to the right, they might like him. But he's been Prime Minister for more than three years. It will be quite difficult for him to differentiate himself from Hollande.
00:01:29
>> He may have to. Hollande's presidency has been racked by economic woes, militant attacks on French soil, and scandal surrounding his personal life.
