Because it's a very strong card.>> It's not clear what Trrump's thinks there maybe to gain in holding up a trade deal with the South. Whoever it maybe an effort to push South Korean President Moon Jae-in to hold the tougher line against the North.

US senior officials have privately told Reuters, their concern Seoul is the weak link in the alliance between America, Japan, and South Korea. And they worry Moon may be too quick to seal a deal with Kim Jong-un. The South Korean president has pushed ahead with diplomacy to engage North Korea most visibly at the Winter Olympics.

Since then, North Korea has reached out to Trump for an unprecedented summit. And this week, Kim Jong-in was again quoted as favoring denuclearization. The US and South Korea agreed to rewrite their trade deal this week, but it's up to Trump to decide when to finalize it. Without the deal, Seoul will be hit by the President's steel tariffs on May 1st.
